What is HB 1524 and who does it apply to?▼
HB 1524 (RCW 49.60.515) is a Washington State law requiring covered employers — hotels, motels, retail establishments, security guard entities, and property services contractors — to provide panic buttons to employees who work in isolated conditions. This includes housekeepers, room service staff, janitors, and security guards.
When do penalties take effect?▼
The original panic button requirements have been in effect since 2020. The HB 1524 amendment adds civil penalty enforcement starting January 1, 2026. Hotels should ensure compliance now to avoid fines.
Are there similar laws in other states?▼
Yes. Several states and cities have enacted similar legislation, including New Jersey, Illinois, and cities like Chicago and Seattle. More jurisdictions are considering similar measures. VisangCare systems are designed to meet requirements across multiple jurisdictions.
What are the penalties for non-compliance?▼
Non-compliance can result in civil penalties of up to $1,000 per willful violation, and $2,000-$10,000 for repeat violations. Technical Requirements
What are the technical requirements for a compliant panic button?▼
HB 1524 requires panic buttons that: (1) immediately notify designated personnel when activated, (2) enable identification of the employee's location, and (3) emit a distinguishable signal (audible or sensory) when activated.
Does the system need to track real-time GPS location?▼
No, GPS is not required. The law requires "location identification" which can be achieved through room-level tracking using BLE beacons. VisangCare uses beacons installed in each room to provide accurate room-level location when an alert is triggered.
What kind of network does the system use?▼
VisangCare uses enterprise-grade long-range wireless technology, which provides low-power connectivity without dependence on hotel WiFi. The system works reliably even in areas with poor cellular coverage, such as basements and stairwells.
How long does the panic button battery last?▼
The VisangCare Button has a battery life of approximately 1 year with normal use (USB-C rechargeable). Battery levels are monitored through the admin portal, and low battery alerts are sent before replacement is needed.
Does the system work during power outages?▼
Yes. The panic buttons are battery-powered and the VisangCare Hubs can be connected to backup power. Alerts will still be transmitted even during power outages, ensuring continuous protection.

What is the VisangCare pricing model?▼
VisangCare offers a "Bootstrap" model with a one-time setup fee and $0 monthly fees. Hotels own all equipment outright. This eliminates ongoing subscription costs that can add up significantly over time.
What is included in the setup cost?▼
The setup cost includes VisangCare Buttons (one per staff member), VisangCare Beacons for room location, VisangCare Hub (gateway), professional installation, and staff training. All software (admin portal and monitor app) is included at no additional cost.
How does VisangCare compare to competitors?▼
Most competitors charge $3-15 per room per month in recurring fees. For a 100-room hotel, that's $3,600-$18,000 annually. VisangCare's one-time fee model typically pays for itself within 1-2 years compared to subscription-based solutions.

Implementation
How long does installation take?▼
Typical installation takes 2-4 weeks from contract signing. This includes site survey, equipment shipping, beacon and gateway installation, system configuration, and staff training.
Is installation disruptive to hotel operations?▼
Installation is minimally disruptive. Beacons are small devices that can be installed during normal housekeeping schedules. Gateway installation requires only access to power outlets and mounting locations.
What training is provided?▼
We provide comprehensive training including: (1) Staff training on panic button usage, (2) Security/management training on the monitor app, (3) Admin training on the web portal. Training sessions are typically 1-2 hours each.
What support is available after installation?▼
